Chairman of the Bulgarian Guarantee Fund Maksim Kolev Elected to the Supervisory Board of the Council of Bureaux
11 June 2026
At the General Assembly of the Council of Bureaux (CoB), held on 11 June 2026, Maksim Kolev, Chairman of the Management Board and Chief Executive Officer of the Bulgarian Guarantee Fund, and Stefan Sofiansky, Secretary General and Member of the Management Board of the National Bureau of Bulgarian Motor Insurers (NBBMI), were elected to the Supervisory Board of the organisation.
The decision was adopted with the unanimous support of the members of the General Assembly.
The Supervisory Board is one of the principal governing bodies of the Council of Bureaux and plays an important role in ensuring the sound governance of the organisation, the application of its Internal Regulations and the effective functioning of the Green Card System.
The election of Maksim Kolev and Stefan Sofiansky is a recognition of the professional expertise and experience developed by Bulgarian institutions within the Green Card System, as well as of their active contribution to the work of the Council of Bureaux over the years.
The Council of Bureaux not only oversees the operation of the Green Card System but also coordinates cooperation among National Bureaux, Compensation Bodies, Guarantee Funds and Compensation Schemes across Europe. Its role is particularly important in the handling of cross-border claims and in the application of mechanisms designed to protect injured parties in cases involving the insolvency or winding-up of insurers.
The participation of Bulgarian representatives on the Supervisory Board will contribute to a stronger involvement of Bulgaria in the governance and development of the organisation and to the further strengthening of cooperation among the members of the Council of Bureaux.
